What is the Future Leaders Programme (FLP)

The Future Leaders Programme is a 12 month secondment (or Out of Programme Experience) opportunity which is supported by NHS England Yorkshire and Humber. It is available to postgraduate doctors and dentists in training, public health registrars, midwives, nurses, allied health professionals, pharmacists and healthcare scientists working in the Yorkshire and Humber region.

The bid process takes place once a year. The next bidding round will be for the August 2026 Future Leaders Programme.

    How is the FLP Funded

Posts are either 100% NHSE funded (School bids) or 50% funded by the LEP/other organisation and 50% funded by NHSE. All fellows are paid at their baseline salary rate at the time of commencing their fellowship, therefore exact salary will vary between fellows.

NHSE will fund a Study Leave allowance of £3,700 per fellow which is usually used to obtain a further qualification e.g. PGCert, however, the use of this allowance is at the discretion of the individual fellow and will be approved via the Associate Dean responsible for the FLP. Project costs should be covered via the employing organisation (except in the case of School bids which will be funded by the School study budget).

Future Leader Fellowships are funded for 12 months only. Any organisations which have previously hosted a Leadership Fellow, will need to submit a new bid if they wish to host another Fellow.

    Employment Arrangements

Leadership Fellows are not employed by NHS England and the employment arrangements will vary depending on the staff group of the successful applicant.

    • Medical and dental trainees in 100% funded posts will be employed by a nominated employer.
    • Public Health trainees will continue to be employed by the lead employer, LTHT
    • You will need to identify the employer for Medical and dental trainees in 50% funded or 100% LEP funded posts
    • All other applicants will be appointed on a secondment basis. As such they will continue to be employed by their current organisation for the duration of the Future Leadership Programme. Any secondment must be agreed by the applicant's current employer and should be arranged as soon as possible.

Terms and conditions should be similar to an existing trainee’s terms and conditions. However, this is a wholetime leadership experience and so no clinical duties are allowed during the fellowship.

    Recruitment Arrangements

The Future Leaders team will advertise all posts on this website and co-ordinate the recruitment process. Bidders are responsible for promoting their posts within their school/organisation or wider. The strongest field of applicants tends to be generated when bidders promote their posts widely through presentations at training days and educational events. Bidders are also responsible for shortlisting and interviewing applicants.

In their bid application organisations will be asked to identify an Educational Supervisor to support the Leadership Fellow. Once an applicant is appointed, the Educational Supervisor should contact the new Leadership Fellow to confirm the  base location, and to organise a project specific induction. All Leadership Fellows will be invited to attend a programme induction organised by the Future Leaders support team.

    What do the fellows do?

The aim is that during the course of the FLP year, fellows will have equal opportunity for personal development (through shadowing opportunities, FLP funded courses and educational days run by the programme), further postgraduate qualification (funded via FLP as above) and the development and delivery of a specialty, management or quality improvement driven project.

Each bid will outline a project or area in which the fellow will be working and they will be provided with the opportunities and autonomy to develop and deliver this under the supervision of an experienced leader with appropriate support and guidance. In addition to this, fellows should be supported to manage their own diaries in order to balance the requirements of the programme itself and that of any postgraduate studies.

How do host organisations benefit from the FLP

Due to the competitive nature of the process, FLP fellows tend to be highly motivated, driven and organised individuals with a passion for healthcare leadership and for the specific bid to which they have applied. With this in mind, fellows have been incredibly successful in driving projects which others may not have had the capacity to deliver to such a standard.

Projects vary but importantly, these are service evaluation and quality improvement driven and not research posts. Previous posts have been within areas such as education and simulation, EDI, health inequalities, digital transformation, patient safety, clinical pathway development and sustainability etc. If there is a specific area within your organisation in which you think that you could improve, then perhaps an FLP fellow could be the person to drive this forward with you. Furthermore, the FLP outputs and networking opportunities created through such a scheme could prove to be highly rewarding for the organisation in the future.

FLP alumni have been seen to acquire leadership positions earlier in their career than through traditional career pathways. Many of whom, will have developed close working relationships within their host departments and so may opt to either remain with the host organisation as they progress within their career or continue to their professional relationship with opportunities for future collaboration. Hosting an FLP fellow may end up being an investment in the longer term!
